
Monitoring Programme for the Composition of Municipal Waste (MOSKO 2025–2027)
Project support from the State Environmental Fund through the National Programme for the Environment under the priority theme “Monitoring of the Environment and Ecological Processes” was provided on the basis of Decision of the Minister of the Environment No. 1250200003 for an application submitted under NPE call no. 2/2025.
The aim of the project is to establish and launch into the technical–implementation phase an independent system for the regular monitoring of the composition of mixed municipal waste (MMW) and other selected municipal waste streams (e.g., plastics, paper, metals, textiles, bulky waste, etc.). The project will ensure precise and up-to-date data on the quantity and characteristics of waste streams and will enable the adoption of effective measures to meet legislative targets in the fields of waste management and the circular economy.
The MOSKO project is designed in accordance with the requirements of Act No. 541/2020 Coll., on Waste, and with European Directive 2008/98/EC on waste, which set out the obligations of Member States in waste-management governance and monitoring, with an emphasis on reducing waste generation, increasing recycling, and achieving waste- and circular-economy targets. The project takes into account the requirements of the Waste Management Plan of the Czech Republic for the period 2025–2035. Based on the data obtained, it will be possible to adopt specific measures to optimise waste management and to meet legally established targets, such as achieving at least a 60% municipal-waste recycling rate by 2030 and 65% by 2035.
The project will be linked to the state-certified methodology of the Ministry of the Environment, “Methodology for Determining the Composition of Mixed Municipal Waste from Municipalities and Municipal Waste” (2022), and close cooperation is envisaged during implementation with the agenda guarantor—the Department of Circular Economy and Waste of the Ministry of the Environment.
The project includes three main areas of activity:
A. Development of a monitoring programme for the composition of MMW/MW
B. Development of methodological procedures for monitoring the composition of specific waste streams
C. Development of an electronic form and a system for data collection and evaluation

At least 5 methodological procedures for monitoring selected waste streams, chosen with regard to the priorities of the Ministry’s Department of Circular Economy and Waste

An electronic monitoring form and a system for electronic data collection
