
Monitoring the Foundations of the Circular Economy (MOZACE, 2025–2027)
Project support from the State Environmental Fund through the National Programme for the Environment, under the priority theme “Monitoring of the Environment and Ecological Processes,” was provided on the basis of a decision by the Minister of the Environment for an application submitted under NPE call no. 2/2025.
The MOZACE project focuses on creating and implementing a comprehensive system for effectively monitoring the circular economy (CE) in the Czech Republic. The aim is to build a structured data base, a methodological framework, and tools for collecting, evaluating, and making available circular-economy data. The project will enable long-term tracking of the effectiveness of circular measures in line with national and European strategic documents (Strategic Framework for CE of the Czech Republic 2040, Waste Management Plan of the Czech Republic 2025–2035, Circular Czechia Action Plan 2040, EU Circular Economy Action Plan, etc.). Implementation will take place in three phases: conceptual (data analysis and creation of the CE framework), methodological (design of indicators and their testing), and implementation (integration into the StaR and Envirometr systems).
MOZACE will significantly expand the existing monitoring framework for circularity and waste management, with particular emphasis on neglected CE areas—specifically the upstream and downstream segments that go beyond traditional waste-management concepts. It will also include socioeconomic indicators to assess the economic and social impacts of introducing circular-economy principles. The output will be an expanded, systematically structured indicator framework with clearly defined indicators, accompanied by methodological sheets and initially populated with data, thereby substantially strengthening the ability to effectively evaluate progress in implementing CE.
The project will run from 07/2025 to 12/2027 and will contribute to meeting major objectives of the Czech Republic stemming from both European and national strategic documents and legislation.
Expected outputs:
Between 2025 and 2027, a circular-economy monitoring system will be created and implemented in the Czech Republic, including:

development of a conceptual framework for CE indicators;

preparation of at least 14 indicator sheets;

analytical testing of indicators and their validation through expert workshops;

integration of indicators into the StaR system and visualisation via the Envirometr portal;

creation of an institutional mechanism for the long-term governance and updating of the system.
The project will contribute to effective and transparent assessment of the Czech Republic’s progress in the transition to a circular economy and will provide a basis for strategic management, environmental reporting, and informing the public.
